The Energy Policy Act (EPACT) of the United States in 1992 requires the Department of energy to formulate voluntary energy-saving schemes for various office equipment. The Environmental Protection Agency (EPA) has established the voluntary guarantee labeling system "Energy Star" to promote energy-efficient products and reduce greenhouse gas emissions. At the beginning, only computers and displays were involved. In 1995, they were extended to office equipment and residential heating and refrigeration equipment. After that, the environmental protection agency, in conjunction with the Ministry of energy, further stipulated higher energy efficiency standards and technical requirements for national and commercial end products, office equipment, lighting products, commercial food supply equipment, newly built houses and commercial and industrial buildings, And through the implementation of some preferential measures to encourage businesses and consumers to implement voluntarily. Under the advocacy of EPA and DOE, energy star not only carries out energy-saving certification on end energy products, but also carries out energy-saving certification on new houses, commercial and industrial buildings, and guides each family to implement energy-saving plans. At the same time, the partnership of energy conservation will be extended to the whole society, that is, through the signing of partnership agreements between regional energy efficiency organizations, product manufacturers, retailers, builders and enterprises and the environmental protection agency and the Ministry of energy to promote energy conservation in the whole society. As a part of product identification and cooperation relationship, the "Energy Star" logo can be used not only for products meeting the requirements, but also for businesses and organizations meeting the requirements.
The "Energy Star" logo is a voluntary requirement, but in terms of energy conservation management and energy efficiency standards, it not only plays an important role in the United States, but also has become an international energy conservation logo. At present, it has been introduced by Canada, Japan, the European Union, Australia and many other countries. In particular, the "fourth edition of computer energy star standard", which represents the advanced mark in the field of computer energy saving, implemented in July 2007, has become the market orientation of energy-saving products. Labeling "Energy Star" energy efficiency label has become the most influential and successful energy efficiency labeling system in the United States. Products labeled with the "Energy Star" label indicate that they have obtained the energy consumption index recognized by the U.S. Department of energy and the environmental protection agency. Consumers mainly buy energy-saving products according to the label. At the same time, according to federal decrees, they can also obtain priority procurement from the government.
